On December 2, 2020, CCE submitted comments to the DC HIstoric Preservation Board regarding the instant historic landmark designation application filed for the site of CORE DC's new men's halfway house. CCE urged the Board to reject the application so CORE DC can move forward with construction, and the District can open a new halfway house for men. The comments was prepared with Pillsbury LLP's generous pro bono support.

This memo describes CCE’s projection of the District of Columbia’s correctional population in Fiscal Year 2030 for the District Task Force on Jails & Justice. It identifies a starting incarcerated population number, based on data from the D.C. Department of Corrections (DOC) and the federal Bureau of Prisons (BOP), and then explains how we estimated the ways in which that population might change over the next decade if policies recommended by the Task Force’s four committees are implemented.

CCE and the D.C. Auditor released "Everything is Scattered: The Intersection of Substance Use Disorders and Justice-Involvement in the District." The report highlights both the District's successes and challenges in addressing the substance use disorder (SUD) treatment needs of people who are involved in the criminal justice system, with the goal of improving health outcomes and reducing incarceration for D.C. residents.

In May 2020 CCE joined the Thrive Under 25 Coalition and a group of local advocacy organizations to write to the DC Council and Mayor Bowser with recommendations for further COVID-19 responsive actions in DC's criminal legal system to better meet the needs of people who are incarcerated or returning home to the District from prison and jail.

This white paper details CCE and the George Washington University Law School's Prisoner & Reentry Clinic proposal to update the District's law on good time credits, earned time credits, and compassionate release for incarcerated residents. The report was prepared in consultation with the Public Defender Service for the District of Columbia and with Covington & Burling LLP's generous pro bono support.
