Published on February 11, 2021, the Phase II report includes implementation plans for the District Task Force on Jails & Justice's 80 recommendations aimed at reducing the District's reliance on incarceration, investing in the community, regaining local control over parts of DC's criminal justice system, and creating a safe, dignified facility for DC's incarcerated residents. The Task Force is convened by the Council for Court Excellence and partner The National Reentry Network for Returning Citizens.
