Beyond Second Chances report

June Kress to step down in 2017
June B. Kress, D.Crim., has announced that she will step down from the Council for Court Excellence (CCE) after leading the organization as executive director for more than 12 years. Dr. Kress will continue with CCE through mid-2017 to ensure a smooth and successful transition for her successor.

CCE Announces Application for Earl J. Silbert Fellowship
The Silbert Fellowship is named for Earl J. Silbert, former president of the Council for Court Excellence, and is awarded to an individual studying at the graduate level who demonstrates a passion for improving the justice system as exemplified by Mr. Silbert throughout his career. Report on the DC Office of Administrative Hearings
On September 8, 2016, the Office of the District of Columbia Auditor released a report examining the statutory duties, management, operations, and performance of the DC Office of Administrative Hearings (OAH), established in 2001 to increase the quality and fairness of administrative justice in the District government. The Council for Court Excellence prepared the report entitled, "Administrative Justice in the District of Columbia: Recommendations to Improve DC's Office of Administrative Hearings."

Perceptions of Public Safety
In 2015, the Community Preservation and Development Corporation (CPDC) chose CCE to collaborate on a project to survey District residents about public safety and community-police relations. On June 28, 2016, CPDC released the report detailing CCE’s findings and recommendations.

Civil Gideon Roundtable
On Wednesday, June 22, 2016, Councilmember Kenyan R. McDuffie will convene an official public roundtable to consider “Civil Gideon†and expanding access to justice in the District of Columbia. The UDC David A. Clarke School of Law will host the roundtable.

Chief Judge Forum
The District of Columbia Judicial Nomination Commission soon will select the next Chief Judge of the Superior Court of the District of Columbia. The Commission invites comments from the public no later than June 9, 2016. CCE will hold a public forum to provide an opportunity for the public to hear directly from the judges seeking to become Chief Judge before submitting comments to the Commission.

Interview with Tammy Seltzer
Recently, CCE policy analyst Emily Tatro sat down with 2016 Justice Potter Steward Award recipient Tammy Seltzer, director of the DC Jail & Prison Advocacy Project (JPAP) for Disability Rights DC at University Legal Services (ULS). Emily, previously a legal fellow for JPAP, asked Tammy about her many years as a champion for people with disabilities.

Steve Grafman Receives Horsky Award
During CCE's annual December board meeting, the organization's Executive Committee presented longtime Board Director Steve Grafman with the Horsky Award, given to board directors in recognition of their exemplary service to the Council.

Beyond Second Chances: What is Working and What is Needed to Help Returning Citizens Succeed
On Thursday, December 10, 2015, CCE held its annual December board meeting and program. This years program was titled "Beyond Second Chances: What is Working and What is Needed to Help Returning Citizens Succeed", pointing to CCE's reentry work that goes back to 2006 and includes legislative proposals, policy recommendations, and structural reform in the areas of expungement, unemployment and recidivism, parole, and clemency.

CCE's Board and guests gathered on Thursday June 4 for our semi-annual meeting at Venable LLC, hosted by Board Directors Gregg Braker and Brian Schwalb. It was a particularly fitting venue given our keynote speaker, newly-elected Attorney General Karl Racine, served for many years as Venable's Managing Partner.

CCE Hosts Rollout of Equity in School Discipline Report; Key DC Education Stakeholders Discuss Improving Equity in DC School Discipline
On March 23rd, the Council for Court Excellence formally released its Equity in School Discipline Report at the historic Charles Sumner School Museum and Archives. More than sixty participants gathered for the formal rollout event, representing local and national advocacy organizations, local government, foundations, private bar, local law schools and other community members.

CCE Releases Equity in School Discipline Report
Equity in School Discipline: An Examination of School Disciplinary Policies and Practices in the District of Columbia Public Education System and Recommendations for Reform is a first-of-its-kind, comprehensive description and assessment of the disciplinary systems and policies in the District’s public education system. The report contains recommendations that policy makers, education stakeholders, advocates and the community may consider for providing a fair school discipline process for all District youth.

CCE Testifies at DC Council Judiciary and Education Committees
The DC Council Judiciary Committee held its oversight committee hearing on correctional issues on February 19th. CCE provided testimony before the committee that drew from information gathered in the process of developing recommendations for the Mayor’s transition team.
