Jury

Over 800,000 DC citizens have served for either one day or one trial as jurors since the CCE-sponsored DC Jury Act became fully operational in 1989.

50,000 – 60,000 people serve on jury duty in DC every year.

Juries are fundamental. Jury system reform was the first priority the Council for Court Excellence tackled in 1982, and CCE has never stopped working on jury issues.

When CCE began, citizens summoned for jury duty in DC's trial court faced a two-week term, which placed a considerable burden on them and on their employers. CCE advocated reducing jury service to one day or one trial and eliminating all exemptions. It took a full four years' effort to have that reform enacted and another two years to get it implemented. That experience established the Council's tradition of persistence, which became a hallmark of CCE's work, along with quality and analysis.
