Kress has more than 30 years of criminal justice experience as
a policy analyst, researcher, program director, consultant, and
academic. She spent 9 years at the US Dept. of Justice COPS Office
and the Bureau of Justice Assistance, and completed a year as
a loaned intergovernmental executive with the DC Council’s
Judiciary Committee.
She received her bachelor’s degree in sociology from NYU
and a masters and doctorate in criminology from the University
of California, Berkeley. Dr. Kress is active in community service
on behalf of the homeless and serves on the Board of Directors
of the Community Council for the Homeless at Friendship Place.
She
has been the Council’s Executive Director since January
